Dale A. Holmes
Class of 1986
Dale Anthony Holmes arrived at Tuskegee Institute August 1981 and completed his Bachelor's Degree in Education the Spring of 1986. Mr. Holmes was a standout athlete in four sports at his high school in Manchester, Georgia and was red-shirted his first year on the Tuskegee football team. In his second year Dale shared playing time with 3 other receivers and clearly established himself as a starting receiver after catching the winning touchdown against Alabama State during the Turkey Day Classic. Dale would hold down his starting position until graduation and was named All Conference receiver in 1985 and 1986. He concluded his playing career by performing in the Freedom Bowl Classic, an HBCU All-Star game in Atlanta Georgia. During his time at Tuskegee, Dale was known as "Sweet Holmes" or "Sweetness" taken from his childhood idol "Walter Payton."
Upon graduation, Dale attended his Army officer's Basic Course at Aberdeen Proving Ground, Maryland, graduating and assuming his 2nd Lieutenant position in the United States Army Reserve. Holmes received an Honorable Discharge from the Army Reserve in 1993. Holmes' recent professional career includes twenty-five years at the DeKalb County Police Department as Assistant Chief of Police of the Uniform Division. His experience includes commander level management, achievement in areas of patrol and investigations, and proficiency in planning and budgeting. Previously he was the Assistant Commander of DeKalb County Homeland Security and intelligence. He is also a 2007 graduate of the Federal Bureau of Investigations National Academy. In 2006, he was promoted to Deputy Chief of the Special Operations Division (comprised of 13 Units).
During his tenure with the DeKalb Police Department, Holmes has gained nvaluable experience over 500 sworn and serval hundred non-sworn personnel. He received the Peace Officers Standards and Training (POST) Management and Superivosyr Certifications; was assigned as Commander of the narcotics section and managed personnel in the DeKalb High Intensity Drug Trafficking Aras (HIDTA) Task Force, the Narcotics Unit, the Vice Unit, the Special Weapons and Tactics (SWAT) Team, White Collar Fraud Unit, Permits Unit, and the DeKalb Taxi Wrecker Bureau. He has managed fiscal responsibilities to indluce the Narcots Seizure & Awarded Seizure Accounts, the Investigative Funds Accounts and HIDTA Grant funding, as well as managed grants for the Aerial Support, Bomb, Commercial Vehicle, and Strategic Traffic Accident Reductions (S.T.A.R.) (DUI) Units.
Holmes presented a Department Cultural Diversity Forum, which included community leaders. He closed the investigation on one of the top three traffickers in Metro Atlanta. He ranked #6 on Captain's Promotional Exam, #2 on Lieutenants Promotional Exam, and #1 on Sergeant's Promotional Exam. He received the North DeKalb Rotary Club Detective of the Year Honor, the DeKalb Police Detective of the Year, VFW Police Officer of the Year, and the BP Oil Outstanding Performance Appreciation award.
Holmes has a Master's Degree in Education from Central Michigan University. He is a member of many professional organizations, and he is a faithful member of the Hillcrest Church of Christ in Decatur Georgia and feels his purpose in life is to help his fellow man.
Holmes credits God, humble roots, and the support of his parents, Marvin and Geraldine Holmes for his success. His Parents rarely missed a game throughout his pop warner career through college. Dale states that his parents' presence has made him a better man. Dale and his wife, Sabrina, have two children; Devon and Arrielle.
